Environmental Project Management
Design Phase
Review project design documents and coordinate with the Project Manager to assess:
- Environmental issues (soil/groundwater, stormwater, hazardous materials, operational permitting, etc.) that will need to be addressed during design.
- Environmental permitting (air, USTs, MWRA, DEP, etc.) that will be required for the project.
- Environmental consultants that will need to be hired to support the project design.
Manage environmental consultants that are hired to support project design:
- Prepare Request for Proposals for soil/site characterization (MCP), water permitting (dewatering, stormwater), hazardous materials inspections, operational permitting (air, USTs, MWRA, DEP groundwater discharge for geothermal wells, etc.).
- Review environmental consultants’ proposals and advise Project Manager on consultant selection.
- Review environmental consultants’ environmental permit applications for technical accuracy.
- Review soil sample results and MCP submittals for technical accuracy and consistency with the University’s policies and standards.
- Review Stormwater Pollution Prevention Plan (SWPPP).
- Review permit applications and all other submittals that the consultant will make to regulatory agencies on the University’s behalf.
- Review and comment on the design documents (specifications, drawings, work plans, etc.) prepared by the environmental consultants for technical accuracy and for conformance with the guidelines and base specification provided by EH&S.
Manage asbestos, lead-paint, and hazardous materials consultants that are hired to support project design:
- Prepare Request for Proposals for survey(s) for all potential hazardous materials (asbestos, lead paint, light ballasts, oil-containing equipment, other hazardous materials), allowing for bundling of inspection reports.
- Review environmental consultants’ proposals and advise Project Manager on consultant selection.
- Review and comment on hazardous materials inspection report, specifications, work plans, etc., for technical accuracy and for conformance with the guidelines and base specifications provided by EH&S.
Pre-Construction / Bidding Phase
- Coordinate with environmental/hazardous materials consultants to prepare responses to Requests for Information.
- Review contract addenda for EH&S implications.
- Assist the Project Manager with contractor selection as needed.
Construction Phase
Soils and Groundwater Related to Construction.
- Assist the consultant and contractor with on-going soil management issues.
- Review contractor submittals, including soil disposal documents and dewatering permits.
- Review consultants work related to construction activities including remediation reports, soil and groundwater management, health and safety plans, air monitoring and specification compliance.
Monitor Miscellaneous Environmental Issues
- Conduct weekly inspections of construction site to ensure compliance with the SWPPP, hazardous waste generation and management.
- Review geothermal well water sample results for permitting applicability.
Hazardous Materials Remediation including asbestos, lead based paint, PCBs, mercury-containing devices and other miscellaneous regulated materials for buildings to be demolished and/or moved.
- Review contractor submittals, including training/certification of project personnel, landfill information, permit applications, disposal documents, etc.
- Track abatement activities including documentation of abatement paperwork, and verify with invoices.
- Audit abatement activities, including consultant’s air sampling reports, to ensure compliance with applicable regulations.
- Assist with environmental permitting and/or waivers, if necessary.
