Construction Safety Services
Design Phase
Review project design documents and specifications and provide comments and recommendations with respect to:
- Compliance with Harvard’s Environmental Health and Safety Guidelines for Design.
- Opportunities to incorporate minimal fabrication changes to permit safer construction methods.
- Designs that might create problems for the safe use, operation and maintenance of the new structure.
Pre-Construction / Bidding Phase
- Assess a contractor's safe work history.
- Review proposed contractor’s and subcontractor’s safety criteria and classify their past safety performance as above-average, average, or below-average.
- Confirm general contractor establishes safety performance standards for below average subcontractors that must be utilized as a result of there being no other contractors available to perform the proposed work.
- Review general contractor’s health and safety plan for compliance with Harvard’s specific safety standards.
- Interview and periodically meet with the general contractor’s Site Safety and Health Officer to review the contractor’s on-going construction safety action plans.
- Work with general contractor to establish a return-to-work program for injured employees.
- Provide Harvard project staff with OSHA 10 hour construction safety training.
Construction Phase
- Attend weekly construction meeting that addresses safety and project schedule.
- Attend hazardous construction pre-planning meetings such as critical lifts and deep excavations.
- Accompany the general contractor’s Site Safety and Health Officer on his or her weekly inspections to observe the on-going construction activities.
- Observe the general contractor’s process for utilizing properly trained personnel on-site and all applicable trade licenses are valid (e.g. hoisting and hydraulic licenses).
- Accompany the general contractor’s Site Health and Safety Officer on accident and near miss investigations.
- Track lost time incidents and report findings to Project Manager.
- Monitor the perimeter of the construction site on weekly basis for potential impacts to the public and communicate findings to the Project Manager.
- Observe the construction site on weekly basis for compliance with the stormwater and erosion control plans.
- Act as the University EH&S representative during regulatory inspection from OSHA, DEP, EPA or Massachusetts Department of Labor.
- Periodically review the general contractor’s compliance with the implementation of the projects substance abuse policy.
