C&D Debris Disposal Requirements Update
To aid in compliance with the management of Construction & Demolition (C&D) waste materials, otherwise banned from disposal, and to improve the management of C&D recycling, Harvard University has revised its Construction and Demolition Waste Management Specification 017419. The update addresses the off-site management of solid waste materials including Construction and Demolition (C&D) debris. The major change is that documentation is now required from each facility where the Contractor intends to transfer waste materials and recyclables from Harvard projects for treatment, disposal, processing, handling, or incineration.
For projects involving the collection and off-site management, disposal, recycling, processing, handling and incineration of solid waste materials including C&D debris, it is incumbent upon the Contractor to ensure that the off-site facility is appropriately permitted and that supporting documentation of the facility's permits, approvals, and/or licenses, compliance history and certificate of insurance are provided to the Harvard Project Manager and EH&S prior to the start of the project and before these materials are shipped off-site. It is noted that prior to the C&D materials being shipped off-site for processing, all hazardous materials (i.e., lead paint, asbestos and/or PCB glazing and caulking) must be removed from the building materials and be properly managed. A summary of the additional requirements are provided below.
Facility Information
- Names, address, contact person and contact information;
- Copies of all permits (federal, state and local), consent orders and other applicable documentation under which the facility is operating;
- A Certificate of Insurance naming "The President and Fellows of Harvard College" as an additionally insured;
- Statement from the facility owner and operator that the facility is operating in compliance with applicable municipal and state laws, regulations, policies, and guidance for the recycling and processing of C&D materials. Included with this Statement shall be the following documentation:
- Copies of all enforcement actions taken by municipal, state or federal regulatory officials for all operations conducted on the property including, but not limited to: administrative and unilateral consent orders(s), notices, complaints, cease and desist orders, and any other applicable documentation.
- A brief statement shall be provided for each violation or complaint filed against the facility by municipal, state or federal agencies, describing the violation(s), date(s) of the violation, how the violation was addressed/corrected and the current status. The statement shall also include whether a financial penalty was assessed and the amount for each violation.
Process Information
- Type of material being processed and processing operations conducted at the facility;
- Identification of the facility or secondary market to which the processed material was shipped and for what purpose (i.e. energy facility, fill material);
- If not all the material is processed/recycled at the primary facility (i.e., transfer station) and deferred to a secondary facility, the Contractor shall provide the name and address of the facility to which the waste materials is shipped, contact information and type of final deposition (i.e., landfill, incineration).
Record Keeping
- Once the material is shipped from Harvard, the Contractor shall provide to the Harvard Project Manager and EH&S a copy of the weight receipts for each type of material shipped off-site.
This Construction and Demolition Waste Management Specification as well as other environmental specifications were developed and modified to provide better guidance and direction for project architects, engineers, and contractors working at Harvard University.
