UNDERGROUND STORAGE TANKS

There are specific regulatory requirements that must be adhered to when removing and disposing of storage tanks.  These requirements include provisions for permitting, cleaning the tank, and personal protection equipment.  There are additional requirements (stop work, implement emergency response procedures, notify Harvard) in the event that field observation (e.g., odor, discoloration/staining, oily sheen) indicates that a tank has historically leaked and impacted the surrounding soil.

Finally, a Licensed Site Professional (LSP) must oversee tank removal work and will arrange to complete the regulatory required soil sampling from the tank excavation so that tank removal and backfilling can proceed legally.  The LSP may also need to direct additional soil remediation based on the sample results.

Prior to performing a tank removal at the University, an LSP must be hired to prepare and implement a soil sampling plan and to oversee the field work of the tank removal Contractor.  The attached Request for Proposal [PDF] can be used to solicit bids for tank removal support activities by an LSP.

In order to ensure that LSPs working at the University understand Harvard-specific requirements for soil management activities, the EH&S Department has compiled the attached list of Licensed Site Professionals [PDF] who have done satisfactory work for the University.

To ensure that tank removal contractors are given clear direction on University standards for tank removal work, the EH&S Department has prepared the attached Underground Tank Removal Specification [MS Word].  This specification should be incorporated into the project design documents by the LSP.

By using template specification above, the Contractor is required to submit certain documents prior to the start of tank removal activities and other documents before close-out of their contract.
