(December 3, 2001) On April 1997, the Department of Human and Health Services published the Select Agent Final Rule, 42 CFR, Part 72, Additional Requirements for Facilities Transferring or Receiving Select Agents, to create a mechanism that will track the access, use, and transfer of select agents. The regulation is designed to ensure that these agents are acquired by persons or facilities equipped to handle them and have legitimate scientific reasons to use them. The system is also put in place so that legitimate research may continue to transfer and receive these agents without controversies or unnecessary burdens. Under the rule, facilities that transfer or receive select agents must first secure a permit from CDC before these agents can be transferred or received. Once approved, the facilities may proceed to transfer or receive the agents legally following proper shipping procedures. Laboratories and other facilities should adhere to additional guidelines when working with select agents.

(November 23, 1999) The Occupational Safety and Health Administration (OSHA) published a proposed Ergonomics Standard. The proposal is OSHA's first attempt to establish programs to limit exposure to conditions that contribute to musculoskeletal disorders (injuries to muscles, tendons, ligaments and spine). The standard would require all employers that have workers doing manual lifting to establish an ergonomics program to identify risks and train workers in safe work practices. In addition, the standard would require employers to take action to improve working conditions in any workplace where a worker reports an ergonomic injury. OSHA will be accepting comments on the proposal until March 2, 2000. A series of public hearings will be held throughout the country before a final standard is issued. OSHA expects the final standard to be published in the next year.
